Personal Service Permits (PSPS) are now available for licensees of the Board of Barbering and Cosmetology (BBC) following new rules that were recently adopted and are now in effect. A PSP allows BBC licensees to provide limited services outside of licensed establishments so long as they meet certain requirements.
To apply for a PSP, licensees must have at least two consecutive years of industry experience, submit fingerprints via Live Scan, and provide proof of and maintain liability insurance with a minimum of $1 million in coverage—your ASCP/AHP/ANP membership fulfills this requirement. When finished with a service, PSP holders must provide clients with a Personal Service Permit Consumer Notice. The PSP holder must also obtain a signed and dated receipt acknowledging that the consumer received the PSP Consumer Notice, their name, phone number, email address, and a list of all services provided to the consumer. These receipts must be retained for five years and be available to present to the BBC upon request.
Barbers are allowed to do the following services with a PSP:
- Shampooing
- Cutting, styling, dressing, arranging, curling, and waving hair. These services do not include singeing, relaxing, chemically waving, or dyeing hair
- Applying hair tonics
- Applying powders, clays, antiseptics, and oils to the scalp, face, or neck
- Trimming the beard
Cosmetologists are allowed to do the following with a PSP:
- Shampooing
- Cutting, styling, dressing, arranging, curling, and waving hair. These services do not include singeing, relaxing, chemically waving, or dyeing hair
- Applying hair tonics
- Applying powders, clays, and oils to the scalp, face, or neck
- Cleaning, massaging, or stimulating the face and neck by means of the hands with the use of cleansing agents, antiseptics, tonics, lotions, or creams. This does not include chemical exfoliation or exfoliation with the use of a tool, machine, or device
- Removing hair from the body with tweezers
- Applying makeup or strip lashes
- Buffing and filing nails with non-electrical tools
- Applying and removing nail polish
Estheticians are allowed to do the following with a PSP:
- Cleaning, massaging, or stimulating the face and neck by means of the hands with the use of cleansing agents, antiseptics, tonics, lotions, or creams. These services do not include chemical exfoliation or exfoliation with the use of a tool, machine, or device
- Applying makeup or strip lashes
- Removing hair from the body with tweezers
- Manicurists are allowed to do the following with a PSP:
- Buffing and filing the nails by non-electrical tools
- Applying and removing nail polish
