There has been confusion and conjecture about when massage therapists and licensed beauty professionals (estheticians, cosmetologists, barbers, nail professionals, and electrologists) may resume business operations in California. Following is the latest information for estheticians.
Estheticians Cannot Return to Work at this Time
We have been working all week to clarify the rumor that waxing cannot be done under current Stage 2. Clarification in writing came this afternoon:
Thank you for your inquiry regarding body waxing and esthetician services.
Body waxing and esthetician services are not currently permitted. It is outside the scope of the hairstyling guidance. This will be included in a later reopening guidance.

"New" guidelines came out today, but they are no different than what was posted last week.
As is evident, what is and is not allowed can change in a matter of hours. The California Department of Public Health is issuing guidelines. Counties can create plans (variances) and submit them for approval from the state. Once approved, the county variance is in place. You must follow whichever regulations are stricter—state or county. We encourage you to sign up for county alerts.
