RE: Updates to guidelines require facial coverings for both client and service providers at all times.
An August 18, 2020, update to the Personal Services Guidance (https://www.governor.wa.gov/sites/default/files/COVID19Phase2PersonalServicesGuidance.pdf) added new language that mandates all clients receiving services from a personal service provider must wear a face covering unless otherwise directed by a medical professional. This means that services such as facials, beard trims, or shaves are not permitted at this time, unless they are required by a medical professional.
Personal service providers in these guidelines include cosmetologists, hairstylists, barbers, estheticians, master estheticians, manicurists, nail salon workers, and permanent makeup artists.
Proposed Cosmetology Rule—Update
On July 21, 2020, we notified you of the Washington State Department of Licensing’s (DOL) pre-proposal rule notice (https://images.magnetmail.net/images/clients/ASCP//attach/OTS-2330.pdf) that would allow cosmetology schools to offer 50% of their course study online, which is an increase from the currently permitted 25% of theory online.
The DOL received 26 responses: 22 were in favor of the proposed changes, three were in opposition, and one responded as “other.” After reviewing the pre-proposal feedback, the DOL has decided to move forward with rulemaking proceedings on August 18, 2020.
